The short version. Spark is free to browse and free to start. Dorothy answers questions using public government data and cites her sources, but her answers are information, not professional advice. Use the service honestly, check important numbers against the cited source before you rely on them, and treat modeled or older figures with the caution Dorothy herself flags. Paid plans are billed by subscription and can be canceled at any time.
1. Accepting these terms
Spark is a service of Data Love Co. By browsing the dashboards or creating an account, you agree to these terms and to our privacy policy. If you use Spark on behalf of an organization, you confirm you may accept these terms for it.
2. What Spark is, and what it is not
Spark provides dashboards and an AI analyst (Dorothy) built on public government data, along with answers generated by artificial intelligence. Answers are provided for general information only. They are not legal, financial, medical, benefits, or eligibility advice, and they are not a substitute for guidance from the responsible agency or a qualified professional. Decisions about benefits, funding, services, or eligibility should be verified with the official source, which Dorothy cites in each answer.
3. About the data
Every figure Spark presents comes from public sources such as the Census Bureau, USDA, HUD, the VA, FEMA, CDC, and HRSA. Public data has limits: figures may be estimates, may be updated or revised by the publishing agency, and in some cases the most recent available data is years old. Where a figure is modeled or dated, Spark says so, and those figures should be treated as context rather than precise counts. We work hard to present data accurately, but we provide it as-is and do not warrant that any figure is complete, current, or error-free.
4. Your account and acceptable use
Keep your sign-in to yourself and tell us at support@dataloveco.com if you believe your account has been misused. You agree not to abuse the service: no attempting to break or overload it, no scraping or bulk-extracting content by automated means, no reselling access, no using Spark to generate misleading representations of what the data says, and no violating the law. Free accounts include daily usage limits; working around limits with multiple accounts is not allowed.
5. Paid plans and billing
Paid plans are billed as recurring subscriptions through our payment processor, Stripe. You can cancel at any time from your account page; cancellation stops future charges and your plan runs through the period already paid. Except where the law requires otherwise, payments already made are not refunded, though if something went wrong we would rather hear from you than leave it: write to support@dataloveco.com. We may change plan prices or limits prospectively with notice; changes never apply retroactively to a period you have already paid for.
6. Your content and ours
You own what you write in Spark and any files you upload; you give us the permission needed to process them to run the service, as described in the privacy policy. Spark's software, design, and brand belong to Data Love Co. The underlying public data belongs to the public; charts and answers you generate from it are yours to use in your reports and applications, and we appreciate (but do not require) a mention of the original government source.
7. Ending service
You can delete your account at any time from your account page. We may suspend or close accounts that violate these terms, and we will tell you why unless the law prevents it. We may change or discontinue features as the service evolves; if we ever discontinue Spark entirely, we will give reasonable notice.
8. Liability limits
To the fullest extent the law allows: Spark is provided as-is and as-available, without warranties of any kind; we are not liable for indirect, incidental, special, or consequential damages, or for decisions made in reliance on the data or on AI-generated answers; and our total liability for any claim is limited to the greater of $100 or the amount you paid us in the twelve months before the claim. Some jurisdictions do not allow certain limits, so parts of this section may not apply to you.
9. Changes and governing law
If we make material changes to these terms, we will post the update here and note the date below; continuing to use Spark after a change means you accept it. These terms are governed by the laws of the State of Delaware, without regard to conflict-of-law rules.
